Fel is the mayor of Jhelom in Ultima V: Lazarus.
Fel told the hero that his job was to look after the welfare of the residents of Jhelom, a town where most citizens were merchants or involved in martial pursuits. Fel had become mayor of the city after the former mayor Ean had retired, around the same time the Oppression came to power. The mayorship at this time had become mostly a ceremonial position, stripped of its power by the Oppression, and Fel was content in merely leading this role without speaking against their unpopular leaders.[1]
Fel mentioned that Goeth was the city's former councilor and mage, but had been senile for many years, so his recent insanity was unsurprising. He also talked about the various followers of Valor in the town, mentioning Thorne was an adventurer of great note, but had recently taken to frequent visits at The Sword and Keg tavern, and that Trian was determined to experience as much of drink and song as possible. Fel further thought Shannon must curb her youthful recklessness. Fel also talked of the various town merchants, noting Nomaan the merchant was a respected member of the community, and Bullwier the smith had a fiery temper.
Fel lost his wife Caitlin in a shipwreck near Skara Brae, and the Avatar could learn more details about this from Ean of Jhelom. The hero could find Caitlin's locket and return it to the sad mayor.[2]
