Lenora is mayor of Yew and head of the High Court in Ultima VI.

Lenora was the suspicious, stern, and unfriendly woman in charge of the Britannian justice system. Lenora knew the mantra of Justice, but was apprehensive about giving it to the Avatar when asked, believing that the Avatar should already know it. The mayor was also proud of Yew's logging industry, providing the Avatar detailed instructions on how to reach Ben.
Lenora informed the Avatar that the rune of Justice had formerly been buried with the previous Lord Mayor of Yew, but a thief by the name of Boskin had stolen the rune and hidden it. When asked, Lenora gave the Avatar permission to speak with the thief to ascertain the location of the rune. Boskin claimed to have stolen the rune to feed his children, but when the Avatar asked Lenora about Boskin's claim, she told the Avatar that Boskin was without family.[1]
The Ultima 6 Project[edit]

In The Ultima 6 Project, Lenora had been a friend and co-worker of former mayor Harmon for many years on the Druid Council. With his death from natural causes, Lenora had been given the position of mayor by the other citizens of Yew. According to Witton, this position had been difficult on her, for she tried to live up to the unrealistic opinion she had of the former mayor. Unfortunately, after the mayor's death she received little guidance from the other druids, including Harmon's daughter Riona, who grieved for the lost mayor in their own way. Unable to handle the pressure, Lenora had developed a harsh interpretation of Justice, and had ordered the rune of Justice buried with the former mayor.
During this period, she imprisoned the druid Taliesin for vocally opposing her decisions as head of the council. She also jailed Strom the shipbuilder after one of his ships was lost in a squall, unfairly alleging that he must have built an unsound ship. The young boy Essian was incarcerated after his parents were lost defending the Shrine of Justice from the Gargoyle invasion, for Lenora felt it dangerous to have orphans on the street of the city. Sinjen was locked in the stocks by the jail.
When the farmer Boskin lost his home and half his fields to a alleged Gargoyle attack, Lenora turned a blind eye to the man's plight feeding his wife Ibbie and daughter Jessa. Boskin had resorted to raiding the former mayor Harmon's grave, and stolen the rune of Justice to try to feed his family. Lenora had imprisoned the man after a short trial which the other druids chose not to attend, showing no remorse for the man’s plight. When the Avatar sought the rune, Lenora directed to the hero to Boskin's cell, but was unwilling to barter for the prisoner's freedom for the rune.
When the Avatar learned the true cause of Lenora's cold view of Justice, the hero was able to convince Riona to once again start assisting the mayor in her duties. Lenora, relieved by the assistance and understanding the true magnitude of what she had done, especially after hearing what Taliesin had to say, attempted to make amends for her actions. She agreed to review Boskin's case to show some leniency, and ordered the immediate release of Taliesin. Strom was also released, and allowed to adopt the young boy Essian.
In her capacity as member of the high court, she was also responsible for criminal investigations. After the Avatar had gathered all the evidence about the crimes of the fake militia group of Dagan, Bast and Sy, they could give it to Lenora and she would see the culprits get arrested. Also, after gathering all evidence and getting asked by Marney, the Avatar could tell Lenora about the suspicion that Michael is Quenton’s murderer, leading to the subsequent arrest of the killer.
Runes of Virtue II[edit]
In Runes of Virtue II, Lady Lenora was captured by the villainous Black Knight, and imprisoned within the Cavern of Injustice. The hero rescued her and returned her to Yew, where she rewarded the hero with the rune of Justice.
