Tetsuo is a farmer living in New Magincia during the time of Ultima V.

When the Avatar met him, Tetsuo had thought a lot about the new ethics laws imposed on Britannia, and told the Avatar that the foundation of virtue is good intent, but that following that path has to come from free will. He added that deeds of a normally virtuous nature that are forced, will lose that virtue. One must do good from one’s own will and not by force.[1]
Tetsuo then asked the Avatar if the hero followed Blackthorn and was glad if the Avatar said no.
Ultima V: Lazarus[edit]

A young boy of fourteen, in Ultima V: Lazarus Tetsuo told the Avatar that he would someday become a farmer or shepherd, but for now he merely studied the Virtues, learning much from his parents Yasuda and Fumiko, as well as from Katrina, Wartow, and Lewis. He also spoke highly of the innkeeper Genne and his wife Felicity, and awkwardly admitted to having a crush on Shimoka.[2]
Tetsuo asked the hero if he served Lord Blackthorn, saying he felt that Blackthorn’s laws corrupted the Virtues, for they removed all free will from the equation. Tetsuo had been taught by Wartow that the foundation of the Virtues was good intent, and that following the path required free will, using the Tale of the Feudal Lords and the Dragon to illustrate his point, mentioning that the spirit of law is what is truly important, not the law itself.
Tetsuo had used to spend time with Wartow listening to his tales of Virtue, but had recently begun to spend more time with Lewis, for the adventurer's tales were new and more exciting. Tetsuo was naturally intrigued about Lewis’ quest to become an Avatar, and his desire to gain enlightenment in the Virtue of Humility.[3] He had personally given the adventurer his own Humility test, asking the hero if he were the most humble person in Britannia. Tetsuo felt a truly humble person would answer no, but was confused by Lewis' answer, who stated he was not yet the most humble person in the land, but sought to one day become so. The Avatar could speak with Tetsuo about Lewis' answer, allowing the boy to realize why it was not Humble, thus gaining a better understanding of the Virtue.
Tetsuo was certain that Blackthorn had a spy on the island, having seen Braunam arrive on New Magincia via a merchant ship. The young boy had intended to watch closely for the man, but had not seen him since Braunam had taken up residence at The Humble Palate.[4] Tetsuo admitted that Braunam was either a better spy than he thought, or had long since left the island via an alternative route.
