Fiona is the member of the Great Council representing Minoc during the events of Ultima V.

Fiona hid in Minoc by running the poor house appearing herself to be quite poor, while her daughter Rew sewed sails at the shipwright.[1]

The Avatar met her at the poor house. Fiona at first feigned ignorance when asked about the council. Mentioning Annon or saying the password of the Resistance earned her trust and she revealed the Word of Power for the dungeon Covetous.

In Ultima V: Lazarus, if Julia were in the Avatar's party,[2][3] Fiona would immediately recognize the tinker and warn her of the dangers of appearing openly in Minoc. Fiona told the hero how Blackthorn's Inquisition was increasingly putting people on the street and into the Poor House, and that Minoc had been hit especially hard due to the Sacrifice Tax, with none of the funds going to help those truly in need. Previously, the miller Bernhard had sold the establishment his wares at a discount price, but recently had been increasing his price, and had not been swayed by Fiona's pleas for assistance.

When asked about the Great Council, Fiona admitted she used to be a member, and would supply the hero with the Word of Power for dungeon Covetous: avidus. She told the hero how her former association with the group caused the Oppression to force her daughter into indentured servitude, keeping a close eye on all of her activities. Blackthorn even threatened to have her daughter Rew killed if she did not reveal her secrets. It was Fenelon’s close association with Fiona that also led to his indentured servitude.[4]

She could only shake her head when she heard the rumors Delwyn had been spreading,[5] not able to understand how the beggar hadn't been carted off by the Oppression for the stories he told, noting that many of the poor in Britannia had been arrested or brought to the Poor House as Blackthorn's measure against a segment of the population likely to oppose his rule.

Should the Avatar rescue Rew from Captain Blyth, Fiona would quickly flee Minoc along with her daughter, asking the hero to tell Lady Sahra to watch over the Poor House.[6][7]
