Fenelon is an enslaved man in Minoc during Ultima V.

The Avatar found him sewing sails near the harbour. Fenelon told the hero how the cruel Captain Blythe had enslaved him and young Rew. After showing Fenelon some kindness, he revealed a secret to the Avatar concerning the Sacrifice tax. The guard would leave at noon for lunch, and would not be present at night, making it the perfect time to enter Minoc.[1]

In Ultima V: Lazarus, Fenelon was a former clothier who had been forced to close his shop due to his association with the former Great Council member Fiona when Blackthorn came to power. He eventually fell to the point of indentured servitude with Captain Blythe at The Crow's Nest, lamenting that he used to work with the finest silks and satins, but now the only cloth that graced his fingers were the muslin and canvas sails he sewed. He did admit that The Crow's Nest had good sails due to his hard work, for all material was treated with magical spider silk.[2]

He had few kinds words for his employer Captain Blythe, saying the man had plenty of money, but paid him so poorly that he was forced to sleep at the Poor House, a fate which he admitted was better than Rew’s, who slept in chains on the floor of Blythe's house. Fenelon begged the hero to set poor Rew free, for he was too much of a coward to rescue the girl, telling the hero the best time to so this would be 2 o’clock in the morning when Captain Blythe usually left his home. The indentured servant told the hero how Rew was denied contact with her mother Fiona who ran the Poor House, and that he had to relay words between the two.[3][4] He also advised the hero to avoid paying the Charity Tax by entering the city through the west by the docks or from the south by the Poor House.

After speaking to Widow Hahna about her fate, and her betrayal by Lady Guinere,[5][6] Fenelon would reveal how he had originally met Lady Guinere at the Poor House in Minoc and had employed her as a seamstress. What he didn't tell Fiona, was he was also involved with Lord Dalgrin and the slave trade, and would sell his employees into slavery, claiming he had paid them sufficient gold to leave town. When he was approached by Lord Tenneth and Widow Hahna about how Lady Guinere sought to blackmail them, Fenelon arranged for Lord Dalgrin to murder the woman at sea. He last saw Lady Guinere with the pirate lord, and was uncertain how the woman had survived. When Lady Guinere returned to Minoc as Captain of Blackthorn’s guard, he was given the choice of either languishing in prison and having his crimes revealed to the world, or be put to work as an indentured servant. Fenelon chose the latter, and had spent his remaining days trying to make amends for his crimes by trying to protect Rew.

As read in The Ultima 6 Project in a book found in Minoc, Fenelon did, after the fall of the Oppression, manage to show the people of Minoc that Blyth was now powerless, ensuring the tyrant's fall from grace and pariah status. This act seemingly was one of the things Fenelon did to atone for his past sins. Fenelon then took over management of the lighthouse of Stormcrow for a while and when Blyth tried to get his revenge on him, he beat him bloody and dragged him over the stairs of the lighthouse, managing to scare the man straight out of town.

It is unknown if he died when Stormcrow collapsed.
