Like its predecessor, this is a very thorough manual, touching upon all the topics a player needed to know in order to play the game properly. Indeed, the book perhaps is even a little too thorough in its scope, touching upon every topic, regardless how small. Also, like its predecessor, the book is rather dry in its presentation. The text never gets in-universe and while the sections about monsters, weapons, armour and cities feature screenshots, there are otherwise no illustrations to enrich the book.
This was the last big manual coming with Ultima Online. All future manuals would be smaller in page numbers, with much of the content being shifted to on-disk PDFs and in-game help.

The book was translated into several other languages, including: German, French, Japanese, Chinese (for Taiwan), Korean and Russian. The covers of the books in the later Japanese budget editions look quite different from the original book cover.
