Invisibility dust may be found at the following locations in Ultima VII:

An invisible bag in a cave close to the Shrine of Honor at 138°S 11°W (two of them).
Found in a locked chest in the pirate fort in the northeastern Drylands.
Found in the pirate treasure at the Cape of Heroes at 168°S 28°E.

Invisibility dust may be found at the following locations in Ultima VII Part Two:

Found in an invisible chest atop of a monolith at coast next the northern fence of the Inn of the Sleeping Bull. Key is in a hollow tree at the southern fence, chest can be reached by building a staircase.
Mountains of Freedom, the Automaton in the starting room after killing it.
Mountains of Freedom, the supplies in the starting room.
Fawn, found in the house of Garth.
On a dead boy's body near Moonshade at 94°S 97°E.
On the counter of Pothos' shop in Moonshade.
