Foulwell is the court jester of the Palace of Blackthorn during the events of Ultima V.
Talking to Foulwell proved dangerous. Instead of jokes, he told gruesome stories of a woman being quartered after she resisted a guard who'd tried to rape her, and the cook's young nephew being cooked for food for not laughing at his jokes.[1]
If the Avatar did not agree that Foulwell's jokes were funny he would call the guards.

Foulwell was the royal jester of Lord Blackthorn’s Inquisition, parading around the halls of the palace telling tales of the Oppression’s savagery.[2] The jester sought to make sure all courtiers in the castle were entertained, but felt Blackthorn himself was too serious, for he'd never even gotten a chuckle from him. Before his employment with the Black Company, Foulwell had been a poor bard whom Blackthorn had pitied, but Graesh had felt him more of an annoyance. After arriving at Blackthorn's Palace, Foulwell's humor had begun to take on a nasty air, punishing all those who dismissed him. He had begun to especially harass Gallrot, who had once considered Foulwell his friend.[3]
Foulwell told the hero how recently a young woman had been drawn and quartered for not humbling herself to a guard's advances, feeling only a member of the Resistance would resist in such a manner. Foulwell had also had a young woman in Minoc’s child's tongue cut out because the mother refused to give him the pie instead of to the child. Foulwell was happy to tell about all the mischief he'd wrecked upon the other members of the castle, having had Maklen covered in dung from an overflowing barrel, tricked Gallrot into eating his own nephew, and had Kraw eat one of his own horses. Should the Avatar disagree on the humor of these jokes, Foulwell would call on the guards to apprehend the hero.
