Flain is a dark mage who is one of the leaders of the Oppression during the events of Ultima V.

The Avatar met Flain after Judge Dryden told the hero to seek Flain's approval in order to enter the Oppression. The dark mage wanted either a Word of Power or the name of one of the hiding members of the Great Council. Providing him this information caused a major loss of karma, and the Avatar was directed to Elistaria on Windemere for the black badge, and given the current password of the Oppression: "IMPERA".[1]
It is unknown what exactly had happened to Flain after the end of the dictatorship. His tower had vanished by Ultima VI.
Ultima V: Lazarus[edit]

In Ultima V: Lazarus, Flain had travelled to Skara Brae in hopes of apprehending the Great Council member Hassad. Upon arriving at the island, he had been opposed by a number of rangers and townsfolk intent on repelling his invasion, but with the help of Oppression soldiers and the Shadowlord’s black magic, Flain had slain many of the town's defenders, forcing the remainder to flee to the Spiritwood and go into hiding. After this, he had constructed his dark tower in the center of the island, never leaving, concentrating solely on his experimentation.[2]
The archmage mocked the Avatar’s virtue, daring the hero to kill him and become a murderer, for he would not supply the hero the pleasure of killing him in self-defense. The archmage would not further speak to the hero unless at the behest of Judge Dryden, the Avatar sought to join the Oppression.[3] If the Avatar supplied one of the Words of Power or the location of one of the members of the Great Council who were in hiding, Flain would ask the hero to seek out Elistaria on Windemere to become a member of the Oppression, supplying their password: Impera.
After betraying the eight mantras to Blackthorn,[4] Flain requests all seven Words of Power plus the password for Dungeon Doom, Veramocor. With all eight words of power in his possession, Flain would reveal that he had a vision of how to permanently lock Lord British within the Underworld by placing the three shards within the glass of the mirror which imprisoned him.
