Windmire. along with his wife Emilly, is a lighthouse keeper at Stormcrow during the time of Ultima V.

Windmire at first spoke to the Avatar about his job and how important it is. However, after a while the conversation moved to the people of the nearby Minoc. He showed pure contempt for Captain Blythe, the shipwright of Minoc, saying that he had a heart blacker than gunpowder. Windmire also mentioned Shenstone was known for his fine leather work.[1]
The Avatar later learned from Emilly that Windmire himself had erected the lighthouse to make sure that ships would be safe after an accident during his sailor days, in which his best friend Scotty had died.[2]
Ultima V: Lazarus[edit]

In Ultima V: Lazarus, the old lighthouse keeper was quick to tell the hero that his name was Windmire, not Windemere, noting that people frequently got him confused with the old pirate who used to prowl the seas near Minoc. He said there were almost as many stories of the old pirate as there were with people mixing up his name. Living close to Minoc, he'd noticed the town had lately seemed a less friendly place, and he had little love for the new Charity Tax, still, he felt the new regime did a good job of maintaining order.
Windmire told the hero that the lighthouse he tended was new, for he was its first keeper, and intended to see to it for many years to come. He spoke highly of his wife Emilly who performed half the watches and cooked half the meals, saying looking after a lighthouse single-handed was difficult, but he'd been fortunate to not have to. Together the two watched over the shipping lanes into Minoc, as ships carried food in from the Britannys, and ore out from the various mines. The old sailor felt the land routes weren't much safer with bandits, trolls, ettins, and worse.
Windmire had named his ship after Captain Blyth’s shop The Crow's Nest, although, he admitted to having little love for the man. He felt that Captain Blyth had profited as a member of the Oppression, but that his ships were junk which had cost many sailors their lives, including his good friend Scotty. The lighthouse keeper felt he treated his workers Rew and Fenelon horribly, and had heard rumors he even had dealings with the pirates of Buccaneer's Den. The only other citizen of Minoc he knew well was Shenstone, and he praised the man's leather work.
