Tomoka is a farmer living in New Magincia during the time of Ultima V.

When the Avatar met her, Tomoka spoke of how everyone of them worked hard for the gain of all of them, and that their dependence on each other had risen recently with Lord Blackthorn taking away half of their harvest. Tomoka added that while Blackthorn had promised to improve their lives, she'd seen little coming from that promise, adding that Lord British would've never done such a thing.[1]
When Tomoka asked the Avatar if the hero believed in Lord British's return, the hero agreed, raising her spirits.

Tomoka told the Avatar that she worked the communal fields with Yasuda, his wife Fumiko, and Katrina, and that all members of the island shared in what profits were left after paying Blackthorn’s taxes. Asked about Blackthorn, she said the regent claimed to be trying to improve their lives, but in reality did nothing, and that Lord British would not have approved of his actions.[2]
Tomoka told the hero that a communal existence was the only fair way, for Shirita and Wartow had worked the fields for many years, when the island was still haunted by the ghosts of old Magincia, and they deserved to share in the profits despite being retired for they were still valuable members of society. Tomoka noted that Wartow was especially wise, perhaps too wise for her, for she had asked his help in a problem and Wartow had responded only in questions which she had not understood.
If the hero asked Wartow about Tomoka's problem,[3] Wartow asked if she had talked about her past, revealing that perhaps Tomoka had not yet come to terms with her feelings. If Tomoka was asked about her past, she revealed that fifteen years ago, while still on the mainland, she had been courted by Yasuda, but he had instead chosen Fumiko over her. Heartbroken, she had moved away for sometime, but over time had felt she was over her feelings, and had come to live in New Magincia with Yasuda and his wife again. It was here that Tomoka realized her feelings were unchanged, but she possessed no desire to break up Yasuda's family, so had chosen to throw herself into her work completely to avoid the continued heartbreak. After speaking with Wartow again, Tomoka revealed that she had been asked whether she still desired Yasuda because she loved him or because she had lost him, and Tomoka admitted she had not understood the difference, and asked the hero how long Wartow thought she would feel this way. The hero could answer honestly that Wartow thought forever, or compassionately tell her it would be but a short time. Still unable to understand, she asked the Avatar to find out Wartow's answer for her. Should the Avatar tell Tomoka that Wartow believed she was not in love with Yasuda, but merely upset at losing him, Tomoka will decide that it would be best to leave New Magincia after the next harvest so that she is no longer in the way of Yasuda and Fumiko's love.
