Fuqua is a character unique to the Super Nintendo-port of Ultima VII. He is the head of security in the village Paws, and along with his son, Benjamin, stands as an outspoken critic of the Fellowship there.

Prior to the Avatar's arrival, Fuqua had been suspended from his duties by order of mayor Frances, after he had failed to apprehend a thief breaking into the town courthouse who had stolen the plaque for a statue which was to be erected in honor of the Fellowship. He could be found speaking with Jason and Bear at The Salty Dog, where he would loudly proclaim his suspicions of the Fellowship for all who wished to hear.[1][2]
Should the Avatar speak to him about the night of the robbery, Fuqua would grow tight-lipped – insisting that he knew nothing of the crime, even when presented with an account by Loomis that he had been acting suspiciously. Should he be shown the broken knife that was left at the scene, however, the stony guard would admit his part in the affair, stating that he had granted his son access to the building and that Benjamin had probably enacted the theft. He would then ask the Avatar to go to his child for him and to convince him to return what he had stolen.[3][4]

- Fuqua's portrait is identical to that of Feridwyn from the PC version of Ultima VII.
