Bella is the operator of the windmill in Paws in Ultima IX.

When the Avatar met Bella, she complained to the hero how the broken windmill was supposed to pump clean water from beneath the poisoned swamp. However, the windmill required a valve, which they the people of Paws had never received from Nimrond in Britain, who'd promised to deliver it. The Avatar could ask Nimrond about the valve, and could choose to retrieve the stolen valve from Ugh the troll. If the Avatar then chose to fix the windmill, clean water would once again be available to the people of Paws.[1]
