Norcen is a fisherman standing lookout for Bordermarch in Ultima V: Lazarus.
When the Avatar first met the horribly disfigured fisherman, Norcen claimed he merely harvested the seas off the coast of Bordermarch, claiming no knowledge of the other inhabitants of the island. Strange and shy, he merely talked about the local waters and the fish within. When asked about his physical malformation, Norcen became enraged and immediately cut off conversation with the hero. [1]
Further asked about his home on the desolate island, Norcen told the hero that when not fishing, he spent most of his time tying lures in his home, where he used to live with his mother Ledea before she left him.
Sir Simon would later reveal that Norcen actually played an important role guarding Bordermarch by standing lookout for the island.[2] If the Avatar defeated Gerrin's men as they attacked the citizens of Bordermarch, Norcen would set their ship aflame, leaving the Oppression vessel nothing but a burning ruin.
