Lord Petyr is the mayor of Britain in Ultima V: Lazarus.
A small and unassuming man, Petyr had risen to the position of mayor of Britain with Blackthorn's regime. Prior to the ascension of the new king, Petyr and Iolo had been friends, but with the coming of the new ruler the relationship between the two had become strained. Still, it was Petyr's hand that prevented Iolo from being arrested upon returning to Britain. Petyr readily reminisced about his time in the Black Company righting wrongs at the side of Blackthorn, who had let him rule Britain after the death of the previous mayor Lord Balomoria, killed during the Night of the Black Gloves, when Blackthorn imposed martial light upon Britannia. Petyr felt that his rule had been one of Compassion and patience, which had helped avoid the bloody transition to Blackthorn's rule seen in Trinsic, although he admitted the murder of the previous mayor had been a dark mark upon the Oppression, and a regrettable circumstance.[1]
Petyr admitted his one regret was being absent for most of his son, Ludrag's, young life, telling the Avatar how his wife had left him when he joined the Black Company, so he had been forced to enroll Ludrag at the Bard's Academy under the protection of Salan.
Ludrag would mention that Lord Petyr met with Maul in their house's basement every midnight to inspect the treasury[2], and if the Avatar should meet Lord Petyr at this time, he and Maul would immediately arrest or try to kill the Avatar.
Should the hero report Vigil's Resistance activities to Maul[3], Lord Petyr would note that he was glad that the Resistance had been uprooted in Britain, but he wished the Avatar had consulted him first, noting that when one nuisance is removed, often a more worrisome one filled its vacancy.
