Tobey is found the Minoc Tavern in Minoc.

With the rise of Daemon cultists in Britannia, Tobey had heard talk that there were plans to create a guild with the power to investigate any Britannian. He felt this was too much power for any guild, and would merely keep the everyman down. He wondered is he should speak out against this power.
