Warden Bob is the Warden of Wrong in Ultima IX.

Description

The Avatar found a note from him in the warden's office that was addressed to all of the prison's guards. The note warned the guards to be on the look out for the Avatar as the warden expected him to attempt to free Raven. In the note, he ordered all guards to imprison the Avatar on sight.

While in the prison, it is not clear who the warden was or if he was even there while the Avatar was freeing Raven and removing the glyph.
