Cutter is a mechanical man found in the North Pole Lab on Mars, created by Kaxishek to manufacture the centerpiece of his plan.

The Avatar found him in the lab during Martian Dreams. Cutter explained that it was his job to cut azurite gems into heartstones, which were the centerpiece of the metal shells which would allow the Martians to live in them. However, to help, he needed a gem and some radium, as his own power was at a minimum.
Giving him some radium and then the azurite gem received from William Randolph Hearst, Cutter managed to create a heartstone for Chsheket's metallic shell. Cutter also explained that although the robotic body was now capable of housing sentience, a Dream Machine had to be used in order to successfully transfer a plantal's consciousness into it.[1]
