Terrisa is the Captain of the Guard in Moonglow in Ultima V: Lazarus.

A blunt and honest woman, Terrisa told the hero that in Moonglow all of the guards were honest folk, and that the citizens had nothing to fear as long as they had nothing to hide. She warned that liars had a nasty tendency of losing their tongues in Moonglow, which was deemed appropriate punishment under Blackthorn's Ethics, although it was mostly the Inquisitors in Yew who enacted such punishments in the pursuit of Justice.[1]

The Guard Captain personally felt it unfortunate that the Oppression resorted to torture, but believed it was necessary to maintain order throughout the land. Believing it better for a single man to be gutted than a score to die in open rebellion, Terrisa felt it best that the Resistance was actively hunted, feeling it foolishness to believe that the Avatar would return to rescue Lord British and set all wrongs to right.

Terrisa possessed the key to the Moonglow boathouse, and was unwilling to part with it while alive unless the Avatar bribed her while the Shadowlord of Falsehood was in town. The Avatar could use this key to obtain Rollo's documents.[2]
