Sam is the proprietor of Jolly Spirits during the time of Ultima IV.

The Magincian serpent, Nate, could tell the Stranger to ask after the black stone of Humility at the bar in Britain. Sam, like many bartenders of the era, would initially prove silent, but once his palm was crossed with sufficient coinage, he would reveal that the wizard, Merlin, knew more of the matter.[1]
