Kurtz is the jail keeper at the Palace of Blackthorn in Ultima V: Lazarus.

A kind but simple man, Kurtz guarded the prisoners deep within Blackthorn’s Palace, keeping locked up all those that Blackthorn deemed worthy. He noted that many people had been imprisoned within the cells, but none had ever left alive. Kurtz was impressed by Gorn’s spirit, always trying to break out of the castle, but seemed unaware of Hassad’s true identity. The kind jailor admitted to often feeling sorry for the inmates, and had thought of freeing them. With the Avatar’s help, he would free a young girl trapped within the cells if the hero met him there between 3 and 5 o'clock in the morning.[1]

If the hero had talked to Kraw about the construction of the palace,[2] Kurtz would reveal that the palace hadn't been built in a traditional sense, but had been grown from the molten rock of the island itself. Toede had told Kurtz that the Shadowlords had grown it as their own monstrous child, to serve as their seat of darkness, and this process had been too much, eventually turning Toede and the other architects of the island mad.

The Avatar could choose to betray Kurtz's desire to free the prisoners to Graesh,[3] leading to the jailkeeper's death.
