The Citizenship of Britannia was included with the Japanese-only Ultima Complete compilation. It consisted of an official offer of citizenship in Britannia, "signed" by Lord British.
The collection came out in 2001, and Richard Garriott had left the remains of Origin in April 2000; thus, he was not involved with this citizenship certificate.
